(ATLANTA - February 26, 2010) U.S. Environmental Protection Agency (EPA) Assistant Administrator for the Office of Air and Radiation Gina McCarthy will join officials from the S.C. State Ports Authority (SCSPA), S.C. Department of Health and Environmental Control (DHEC), S.C. State Department of Education (SCSDE) and the private sector at an event to illustrate how funds from the American Recovery and Reinvestment Act is being used to improve air quality and create jobs in Charleston, SC.

EPA will recognize the Port of Charleston for using ARRA funds to repower and retrofit cargo handling and other diesel equipment at the Port of Charleston. SCSDE will be recognized for using ARRA funding to replace old school buses with new low emission hybrid buses and retrofit existing buses with cleaner technology. The event also will include a tour and demonstration of how filters will be installed on buses, trucks and other diesel engines to reduce the amount of harmful soot particles in the air.

*Recovery Act Jumpstarts Construction of Wastewater Treatment Plant in Port Wentworth, GA*

(ATLANTA - February 26, 2010) Today, the U.S. Environmental Protection Agency (EPA) Acting Deputy Regional Administrator Beverly Banister along with officials from the U.S. Department of Agriculture, Georgia Environmental Facilities Authority (GEFA) and the city of Port Wentworth broke ground on a wastewater treatment facility in Port Wentworth, GA. The wastewater infrastructure project, funded through the American Recovery and Reinvestment Act (ARRA), is helping create green jobs, boost the local economy, improve aging water infrastructure and protect human health and the environment.

“This Recovery project is about vision, strong partnerships, water reuse and conservation, investment in communities and a strong commitment to safeguarding human health and the environment,” said Acting EPA Deputy Regional Administrator Beverly Banister. “It will have the benefit of making reclaimed or reuse water for irrigation as a substitute for potable water in an area of limited groundwater resources and will provide for a population expected to increase from less than 10,000 to over 22,000 by the year 2020.”

The project received a total of $17.5 million in ARRA funds. With ARRA funds from EPA, Georgia Environmental Facilities Authority (GEFA) distributed $10,000,000, of which approximately $4,000,000 of the principal will be forgiven as part of the stimulus provision to create jobs and improve infrastructure as a precursor to economic growth. Port Wentworth, in addition, received $7,500,000 through ARRA from USDA Rural Development.

The new wastewater treatment facility will be able to process 2.0 million gallons per day (g.p.d). The facility will be located on 22 acres west of the Savannah River and less than a mile southeast of I-95. The new system will also use technology to introduce oxygen into the effluent or discharged water, which is a requirement for discharging into the Savannah River. The project will include two superoxygenating cones, also called Speece Cones, which have been in use for about 20 years primarily by commercial businesses like pulp and paper factories. This appears to be the first time the technology will be used in this way by a municipality. The project is expected to create and/or preserve approximately 100 jobs in the area.

One year ago, EPA was entrusted with $7.2 billion dollars to invest in our economy — to rebuild critical infrastructure in our communities; to invest in jobs that would put our citizens back to work and to rekindle a strong and thriving economy. In that short year, EPA has worked diligently to move that money into the hands of our partners and to clear the way for rapid investments in construction, land reuse and redevelopment.

President Obama signed the American Recovery and Reinvestment Act on Feb. 17, and has directed the Recovery Act be implemented with unprecedented transparency and accountability. To that end, the American people can see how every dollar is being invested at www.Recovery.gov.

Due to its relatively low cost and abundance, coal is used to generate about half of the electricity consumed in the United States. Coal is the largest domestically-produced source of energy. Coal use, however, results in higher amounts of carbon dioxide per unit of energy than the use of oil or natural gas.

(Asheville, NC - February 25, 2010) The U.S. Environmental Protection Agency (EPA) announced today that Land of Sky Region Council in Asheville, North Carolina is among 20 U.S. communities, including two Indian Tribes, to receive $7.8 million in grants for projects that will reduce greenhouse gases (GHG). The funds will help Climate Showcase Communities increase energy efficiency, saving consumers money and reducing harmful greenhouse gas emissions.

“This is a great opportunity for Land of Sky Regional Council to work with EPA to develop innovative strategies to reduce Greenhouse Gases in Asheville and Buncombe County,” said Russell Wright, EPA Assistant Regional Administrator. “Our combined efforts will help to cut energy bills for schools and businesses in the local community”.

Land-of-Sky Regional Council Climate Showcase Grant will fund the Reading, Riding and Retrofit project that will support environmental sustainability in public schools throughout Buncombe County, North Carolina. The project will create energy efficient school building retrofits, transportation system enhancements, recycling improvements and volunteer “Green Teams” to support the schools.

The Climate Showcase Grant will directly support the annual reduction of Green House Gas emissions by an estimated 1,129 tons. Land-of-Sky Regional Council will partner with Buncombe County and City of Asheville school officials and other partners to lay the ground work for long term potential reduction of Green House Gas emissions by more than 11,000 tons annually.

Preliminary calculations by the grant applicants estimate that by 2012 the projects will reduce about 135,000 metric tons of greenhouse gas emissions annually–equivalent to the emissions from 25,000 passenger vehicles or 12,000 homes and save more than $4.5 million per year in energy costs. Several projects are expected to create or maintain jobs and provide green job training.
Projects will target every aspects of a community’s carbon footprint, from increasing energy efficiency in homes and businesses, to helping residents save fuel by decreasing the number of miles they drive.
The funded communities are showing their commitment to combat climate change by contributing more than $5.6 million in matching or leveraged funds and committing to sharing lessons learned. Grantees selected for the Climate Showcase funds were also required to show their ability to achieve ongoing GHG reductions as well as to track, measure, and show progress toward their goals.
EPA will monitor the progress of grant recipients and will post quarterly updates about each recipient online. An additional $2.2 million is still under review* *and is expected to be awarded in the next few months to five additional local and tribal governments.
The Climate Showcase Communities Grant Program is administered by EPA, providing technical assistance, tools, and guidance to help state, local, and tribal governments implement policies and programs to mitigate climate change.
