MECT and HECT Allowance Trades Due by January 30, 2018

Reminder: Allowance trades for 2017 compliance with the Mass Emissions Cap and Trade (MECT) and Highly Reactive Volatile Organic Compounds Cap and Trade (HECT) Programs must be submitted no later than _*January 30, 2018*_. Trade requests submitted after this date will not be accepted.

Current and vintage trades*_must_* be submitted electronically through the State of Texas Environmental Electronic Reporting System (STEERS), available at www3.tceq.texas.gov/steers/. Paper applications (Form ECT-2) will not be accepted. Instructions for using the EBT STEERS can be found at www3.tceq.texas.gov/steers/help/ebt/ebtmain.html. All trades must be certified (submitted) by the sites Authorized Account Representative (AAR) or alternate AAR. Note that if you are the new owner of a site that is subject to the MECT and/or HECT Programs, you will need to request a new EBT account (portfolio) before you can transfer allowances.
