Mulch heavily; pray for loam?

This WSU professor swears up and down that the simple task of thickly (8-10″) mulching with wood chips, by itself, will turn heavy clay into something resembling loam in about a month. I’m sure she also gets ample rainfall in Washington, but it still seems too good to be true.

Can anyone else attest to the results of this method?
